      8 - Airport Economics” (Airport Revenue and Self-Sustainability)

      Airports are the backbone of America’s aviation system, serving almost 900 million domestic and international passengers—far more than those of any other country. That number is expected to
      grow significantly: The Federal Aviation Administration (FAA) projects the total number of enplanements to grow to 1.2 billion by 2036. The federal government has spent billions of dollars funding infrastructure improvements at U.S. airports, through the Airport Improvement Program(AIP). AIP grants are funded by numerous taxes and fees on fliers and are distributed to airports through a complex system. Yet after billions of federal dollars spent on airports, criticism of the current state of the nation’s airport infrastructure continues. Democratic and Republican politicians alike refer to major U.S. airports as “third-world” and call for increasing federal grants to these airports. So how can we collaborate with policy makers, regulators and create a self-sustaining model for our aviation system? The answer may not be perfectly clear, but change starts by making economic strides to be more creative and streamlined. Part of this session will also explore how the Airport Enterprise Fund can be evaluated on its success and compliance with Grant Assurances that refer to the enterprise fund and the Single Audit Act. The City of San Diego’s 2016 Combined Annual Financial Report (CAFR) will be used as a limited case study to cover liquidity, debt, net position (equity), and lastly cash flow of the Airport Enterprise Fund.
